The climate for serving people living with HIV/AIDS in Colorado is continually evolving. As HIV/AIDS has changed over the last twenty plus years, so too have the demographics and needs of people living with HIV/AIDS, the funding streams and amounts available to support them, and healthcare delivery as a whole. These significant changes demonstrate why a more collaborative, strategic approach to delivery of HIV/AIDS services is necessary today.

In 2006, five Colorado AIDS Service Organizations (ASOs or CAPs1) began working diligently to determine the feasibility and desirability of strategically aligning and/or merging their regional operations. The considerations for merging into a statewide organization were significant, and what was originally an effort of five CAPs narrowed down to four as these considerations were systematically analyzed and addressed through an extensive, thoughtful and well-supported planning process. Ultimately, four Colorado CAPs determined that a merged organization is necessary to shift what has historically been a disease-centric service delivery model toward a more holistic model; a model where healthcare and human service providers of the mainstream system are challenged and educated to become safe places where people living with HIV/AIDS (PLWHA) can access the support they need. Essentially, if the pool of federal funding is not going to grow to meet the need, Colorado’s CAPs determined that together they would find a way to expand the capacity of the system to fill the gap.

As four separate entities, the CAPs have been unable to adequately address the entire picture statewide. With combined and coordinated efforts, The Denver Foundation offers a comprehensive, strategic approach to addressing the changes and challenges facing people living with HIV/AIDS in Colorado and provides continual assessment of the utilization of resources to create and regularly update a road map to address needs of the entire state. Merger implementation activities are underway with an anticipated completion date of mid-2012.
